China Regional Director
Hui He’s roles include developing and implementing China strategies and matching work plans; supervising and leading projects on vehicle criteria and GHG emissions reduction; developing and managing relations with key collaborators, policymakers, and other stakeholders from China; co-managing the registration, legal compliance, and daily operation of ICCT’s representative office in China; managing junior staff; supporting fundraising and development of grant proposals and reports. Her areas of expertise are efficiency and emission regulations for light-duty and heavy-duty vehicles, and vehicle electrification policies in China. Hui He joined the ICCT as a policy analyst in the light-duty vehicle program in 2007 and took on oversight of the China program in 2014. Ms. He has a master’s degree in public administration from the University of Texas, and dual bachelor’s degrees in international relations and economics from Peking University (China).
