Sandra Wappelhorst
Senior Researcher
Sandra Wappelhorst is a Senior Researcher on the ICCT Europe team and Cluster Lead on transport equity for ICCT. Her research focuses on city- and national-level fiscal and non-fiscal policies to enhance electric vehicle adoption, with particular emphasis on an equal, inclusive, and just transition toward zero-emission vehicles. Further research areas include national and sub-national internal combustion engine (ICE) vehicle phase-out targets and regulations as well as city-level goals and policies regulating vehicle access such as low- and zero-emission zones. Her work covers the global, European, and Indian markets, as well as city-level work. Prior to joining the ICCT, Sandra worked for various organizations where her tasks included citizens’ participation in urban planning processes and research on the adoption of innovative electric mobility services and their user acceptance. She holds a diploma degree as an engineer in Spatial Planning (Dipl.-Ing.) from the Technical University of Dortmund (Germany) and a doctor’s degree (Dr.-Ing.) from the University of the Federal Armed Forces Munich (Germany).
